Public EV charging facilities stood at about 4.32 million units, an increase of 37.8 percent year-on-year. Their combined rated power hit 196 million kilowatts, according to the National Energy Administration. Private charging facilities expanded at an even faster pace, jumping 59.6 percent year-on-year to 13.03 million units, the administration said. The robust growth in charging infrastructure is in line with the steady expansion of China's new energy vehicle market. From January to August, both production and sales of NEVs posted double-digit increases.
\n
Yuan weakens against greenback
\n
The central parity rate of the Chinese currency renminbi, or the yuan, weakened 43 pips to 7.1128 against the US dollar on Friday, according to the China Foreign Exchange Trade System. In China's spot foreign exchange market, the yuan is allowed to rise or fall by 2 percent from the central parity rate each trading day. The central parity rate of the yuan against the US dollar is based on a weighted average of prices offered by market makers before the opening of the interbank market each business day.
\n

",

"title": "002CHINA - Forum focuses on promoting river cultures",
"description": "

Experts on the world's major river civilizations gathered this week in Chongqing to exchange their insights on how to protect and promote cultures.
\n
Themed "Bridging Rivers and Seas, Sharing Wisdom of Civilizations", the 2025 Yangtze River Civilization Forum focused on protecting the Yangtze River's cultural heritage and deepening exchanges among the world's major river civilizations.
\n
The event was cohosted by Chongqing and the Chinese Academy of Social Sciences.
\n
Located on the upper reaches of the Yangtze River, Chongqing boasts key geographic advantages as a strategic pivot point in the national development programs for China's western regions and the Chengdu-Chongqing economic circle. It is also a connecting point for the Belt and Road Initiative and the Yangtze River Economic Belt.
\n
Peng Jinhui, vice-president of CASS, said that China's residents should protect and promote the Yangtze River culture, which provides strong spiritual motivation for the high-quality development of the Yangtze River Economic Belt.
\n
"The Yangtze River has always been an open and inclusive river, serving as an important channel for the exchange and mutual learning of civilizations," Peng said at the forum.
\n
"It has fostered the millenniums-old cultural heritage along the river, nurturing the shared spiritual home of the Chinese nation," he added.
\n
The event also attracted experts and scholars from the United Kingdom, Brazil, Egypt, Pakistan and other countries who study the Nile River basin, ancient Mesopotamia, Amazon River basin, Indus River basin and other great river civilizations.
\n
"It is a very rewarding experience to see that they (experts working on the Yangtze River civilization) are trying to learn from the past in order to improve modern day life," said Magnus Widell, a professor from the University of Liverpool.
\n
"As a Mesopotamian scholar looking at the Yangtze civilization, I see a lot of parallels and opportunities for research and collaborations, and I want to connect with them, and hopefully, sort of create contacts that may lead to long-term research collaborations."
\n
The forum includes a series of cultural seminars and exchange activities. At the 2025 Longgupo Site Academic Seminar held on Wednesday, experts on the world's major river civilizations from China, France, the UK, Malaysia, Brazil, Pakistan and Argentina, gathered to explore the provocative hypothesis that Asia may have been a cradle of early human civilization.
\n
This year marks the 40th anniversary of the discovery of the Longgupo Site, a pivotal location in the study of early human history situated in Xincheng village, Chongqing's Wushan county. Initially identified as a fossil site in 1984, it revealed human fossils and cultural relics the following year. By the end of last year, five rounds of excavations had been completed.
\n
Paleomagnetic dating from 2022 suggests that the site dates back 2.5 to 2 million years in the Early Pleistocene period, making it one of the earliest known sites in East Asia. Its rich content provides invaluable study into the human origins and evolutions of humans in the region.
\n
The Yangtze flows for 6,300 kilometers from glaciers in the Qinghai-Tibet Plateau through Chongqing, Wuhan, capital of Hubei province and Nanjing, capital of Jiangsu province, before reaching the East China Sea in Shanghai.
\n
The river has fed people living along its banks with a wealth of natural resources for thousands of years. One of the cradles of Chinese civilization, it is known as the "mother river", and more than 400 million people get their drinking water from it.
\n
Contact the writers at dengrui@chinadaily.com.cn
\n

",

Today, as the US once again abuses its veto power, the death toll in Gaza has surged to more than 65,000," Fu Cong, China's permanent representative to the UN, told the council.
\n
Saying China is deeply disappointed at the result of the vote, Fu asked: How many more innocent lives should be lost before Gaza can achieve a ceasefire? How many more tragedies must occur before humanitarian aid can flow unimpeded? "title": "005WORLD - War horrors of Japan's Unit 731 in spotlight",
"description": "

For Australian James Ashbridge, the suffering inflicted by Japanese invaders during World War II has always been closely felt because his hometown of Darwin in the Northern Territory was also a target.
\n
Still, this did not prepare him for the scale of atrocities committed by Japan's Unit 731, the notorious biological warfare force operating in Harbin, Northeast China's Heilongjiang province.
\n
"I've never seen or heard about that before … I had no idea how terrible this situation was in China," the 38-year-old social media entrepreneur told China Daily.
\n
On Thursday, Ashbridge attended a packed Sydney cinema screening of the Australian premiere of Evil Unbound, a movie retelling the horrors of Unit 731. Including Australia, the film, also known as 731, is set for worldwide release. The movie also opened on Thursday in New Zealand, and reached North American theaters on Friday.
\n
Filmgoers in Australia saw the horrific acts committed by the Japanese military, such as frostbite, gas, electric shocks, and other gruesome experiments on humans that left them dying in extreme agony.
\n
According to Harbin's Exhibition Hall of Evidences of Crime Committed by Unit 731 of the Japanese Imperial Army, at least 3,000 people were used for experiments, while Japan's biological weapons killed more than 300,000 people across China's provinces.
\n
Australian journalist Marcus Reubenstein, who also attended the movie premiere, told China Daily that the Chinese were "disproportionately victims of these atrocities by what was Imperial Japan" during a "very dark period of history".
\n
"What happened with Unit 731 during the war was horrendous," Reubenstein said, adding that it was "arguably the most horrendous war crime of all theaters of war" in World War II.
\n
Robert Barwick, national chairman of the Australian Citizens Party, told China Daily that the screening notably coincides with this year's 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression (1931-45) and the World Anti-Fascist War.
\n
"Just as there are lots of movies, documentaries, about things like the Holocaust in Europe, it's very important that what's happened in Asia … is not forgotten as well," he said.
\n
"Australians don't remember as much of this history as they should," Barwick said, adding that his grandfather fought the Japanese during the war in the Kokoda Track campaign in what is now Papua New Guinea, as part of the Allied effort.
\n
"China contributed to Australia being saved from the Japanese. It was an effort by many countries, and we should value that," Barwick said.
\n
Ren Yingying, representing the Australia-Heilongjiang Chinese Association, a joint organizer of the premiere screening, said sharing the film with Australian cinema audiences will help remind more people and subsequent generations about a crucial part of history and the hard-fought peace that must always be cherished.
\n
Ashbridge, the social media entrepreneur, said the impact of watching Evil Unbound left him "shaking".
\n
"I was not expecting it to be so raw and so 'in your face', that you see such detail of the torture that took place in China at that time," he said.
\n
Ashbridge added that such movies and the history they reflect would certainly cause people nowadays to think about how lucky they are to live in peaceful times.
\n
"It also reminds me about how far China has come, after having gone through such terrible times," he said.
\n
Contact the writers at xinxin@chinadaily.com.cn.
\n

",

Born in Yixian county in 1941, Yang has dedicated over 60 years to China's aviation sector and still works six hours every day to develop new energy aircraft and promote the general aviation industry.
\n
"I am very willing to keep working as long as my health allows," he said.
\n
In the 1960s, Yang joined the AVIC Shenyang Aircraft Design and Research Institute after graduating from college and worked on the design of Chinese fighter jet Shenyang J-8, which was granted the special prize of the State Scientific and Technological Progress Award.
\n
Yang once stated in an interview that the most memorable moment in his career was J-8's first successful flight on July 5, 1969. "That was the first time I saw an aircraft I had helped design take to the skies," he said.
\n
In the late 1980s, Yang was responsible for developing aerial refueling technology for the J-8II. Facing significant risks and challenges, Yang and his team demonstrated resolute determination and unyielding spirit, achieving success within two years. This breakthrough was of strategic significance for enhancing the operational capabilities of the country's air force and navy.
\n
In 2007, Yang was elected as an academician of the Chinese Academy of Engineering, China's highest academic title in science and technology. Nevertheless, his commitment to the aviation industry continued. In 2010, he became the president of Shenyang Aerospace University. Under his leadership, the Liaoning General Aviation Academy was founded in 2021.
\n
Despite his age, Yang worked with young researchers at the academy to achieve technological breakthroughs in new energy aircraft, advancing China's expertise in aviation lithium battery technology, electric propulsion systems, and composite material structural design.
\n
In September, China's first two-seat electric helicopter, the RX1H, made its maiden flight at the Shenyang Faku Caihu Airport. The helicopter research program, led by Yang's team at the LGAA, achieved advancements in over 10 technological areas, including high-energy-density battery integration, high-efficiency electric drive systems, and lightweight structural design.
\n
"Working hours are the happiest time, and the laughter after solving problems is the most joyful sound for me," Yang said. "Watching our fighters take off and land brings me immense satisfaction. I truly cannot stay away from aircraft."
\n
Yang has spent most of his life in Liaoning, contributing to the province's aviation industry and sci-tech development. The region has, in turn, shaped his personality and bolstered his career, becoming an inseparable part of his legacy.
\n
Alongside Yang, Liaoning is now home to 57 academicians of the CAE and the Chinese Academy of Sciences, including Guo Xu from Dalian University of Technology, Li Dianzhong from the Institute of Metal Research at CAS, Pan Yishan from Liaoning University, Yu Haibin from the Shenyang Institute of Automation at CAS, Zhu Jiaojun from the Institute of Applied Ecology at CAS and Liu Yongquan from the AECC Shenyang Engine Research Institute.
\n
Solid foundation
\n
As one of China's major industrial bases, Liaoning has abundant scientific and educational resources and a solid innovation foundation, which injects momentum into its sustained growth.
\n
The province is leveraging sci-tech innovation as the main driver to cultivate new quality productive forces, and stepping up efforts to build a regional sci-tech innovation center with national influence to provide great support for its full revitalization, according to a senior official from the Liaoning Department of Science and Technology.
\n
Liaoning has established an array of high-level sci-tech platforms including the "two cities and one park" — Shenyang Hunnan Sci-tech City, the Dalian Yinggeshi Scientific City and the Shenfu Scientific Innovation Park.
\n
The core startup area of Hunnan Sci-Tech City opened last year, attracting 50 sci-tech projects such as the Innovation Center for Special Metals and High-end Components Technology and the Liaoning Liaohe Laboratory.
\n
Liaoning Liaohe Laboratory is one of four new provincial research institutes established in 2022, alongside the Liaoning Academy of Materials, Liaoning Binhai Laboratory, and Liaoning Huanghai Laboratory. Contributing to the Global Advancement of Women
\n
Conclusion
\n
Preface
\n
Throughout history, women have played an essential role in shaping human civilization and have made immense contributions to social progress. But the paths towards gender equality and women's well-rounded development across the world have been long and arduous.
\n
Since its founding in 1921, the Communist Party of China (CPC) has remained committed to women's liberation and development and gender equality. The CPC regards women as a major force for advancing all endeavors of the Party and the nation, always places the work concerning women high on its agenda, and leads women in their pursuit of liberation, progress and development. In doing so, the Party has opened a socialist path for women's development with Chinese characteristics.
\n
The 18th CPC National Congress in 2012 marked the beginning of a new era of socialism with Chinese characteristics. In this new era, the CPC Central Committee with Xi Jinping at its core has emphasized safeguarding women's lawful rights and interests and promoting gender equality and women's well-rounded development as integral components of Chinese modernization. Accordingly, it has made a series of major decisions and plans that are pioneering in vision, overarching in scope, and enduring in significance. Xi Jinping, general secretary of the CPC Central Committee, initiated, planned for, supported and chaired the Party's first ever Central Conference on the Party's Work with People's Organizations in 2015, attended the 11th, 12th and 13th national women's congresses in 2013, 2018 and 2023 respectively, and held talks with each newly elected leadership team of the All-China Women's Federation. He has also delivered important speeches on work related to women and children, the role of women's federations, and the significance of family ties, values and traditions, thereby identifying the direction, objectives and guidelines of China's endeavors for women in the new era.
\n
Upholding gender equality, among other basic national policies, has been incorporated into the CPC's political program, and promoting women's well-rounded development has been included in the national development plan. The legal system for safeguarding women's rights and interests also continues to improve. China has developed a sound approach to its endeavors concerning women. Chinese women actively participate in government initiatives, serve as advocates of civic virtues, fight for their dreams, and excel across all professions. In the new era, China has delivered numerous historic achievements in its endeavors concerning women. The Chinese socialist path for women's development continues to expand, opening ever-broader opportunities for advancement.
\n
Women around the world have a shared future. China's endeavors concerning women are an integral part of the global cause. In 1995, China hosted the Fourth World Conference on Women, organized by the United Nations. The Beijing Declaration and Platform for Action adopted at the conference has since become a milestone for global gender equality. At important occasions such as the 2015 Global Leaders' Meeting on Gender Equality and Women's Empowerment and the 2020 high-level meeting on the 25th anniversary of the Fourth World Conference on Women at the 75th session of the UN General Assembly, Xi Jinping, in his role as president of China, elaborated on China's propositions on gender equality and women's well-rounded development, and proposed holding another global leaders' meeting on women in 2025.
\n
On the occasion of the 2025 Global Leaders' Meeting on Gender Equality and Women's Empowerment, the Chinese government is publishing this white paper to present China's philosophy, principles, and innovative practices in promoting gender equality and women's well-rounded development in the new era, highlight Chinese women's outstanding achievements and contribution, and affirm China's commitment to join global endeavors for women&#Line truncated

Development of China's Endeavors Concerning Women
\n
II. Boosting the Well-Rounded Development of Women as a National Campaign
\n
III. Sharing in the Fruits of Modernization
\n
IV. Advancing Women's Development to the Forefront of the Times
\n

This trade and cultural corridor linking East and West was later named the ancient Silk Road. These two passes faced each other across the desert, jointly guarding the western end of the Hexi Corridor. Silk and tea were transported westward, while grapes, alfalfa, and fine horses were introduced eastward. As night fell, a concert began. Tourists gathered on the towering dunes, singing heartily along to the music. Some turned on their phone flashlights, which shimmered in harmony with the night sky. The collective singing pierced through the darkness romantically, accompanied by a heart-warming light show.
\n
City brands
\n
The Mingsha Mountain and Crescent Spring scenic sites have been renowned far and wide for more than 1,000 years. Mingsha Mountain, featuring rugged ridges, has a base composed of gravel topped with fine sand in five colors — red, yellow, green, black and white — blending into a brilliant spectrum.
\n
Remarkably, the sand here "can sing". It is speculated that the mountain emits enchanting sounds due to the mica in the sand grains or the friction and resonance of pitted particles. This phenomenon is also the origin of the name Mingsha Mountain, which means "singing sand mountain" in Chinese. The natural topography of the Mingsha Mountain provided the concert with exceptional acoustic effects.
\n
The Crescent Spring, nestled within Mingsha Mountain, derives its name from its resemblance to a crescent moon. Although located in the desert and surrounded by sand dunes, the spring has never been buried by shifting sands nor dried up through evaporation over thousands of years.
\n
Currently, the Dunhuang city government is using its rich tourism resources to advance the "two cities and two hubs" plan, positioning Dunhuang as a city of culture, a city of art and a hub for cultural creativity and exhibitions.
\n
The Mingsha Mountain and Crescent Spring scenic spot now covers 76.82 square kilometers and is recognized as a national 5A-level tourist attraction. There is also a slope known as the "fairy slope". Visitors there dress as feitian — the flying apsaras depicted in Dunhuang murals — or as princesses from Western countries and dance to the sound of camel bells, while photographers capture these enchanting moments.
\n
The Dunhuang Press and the Dunhuang Book Center stand as key cultural landmarks. They offer a quiet and homely atmosphere, inviting visitors to explore their collections and read in peace. Nearly 10,000 types of cultural and creative products have been sold here, bringing Dunhuang's profound history to life for a modern audience.
\n
The Dunhuang International Convention and Exhibition Center, Dunhuang Theater and Dunhuang International Hotel form a cluster of infrastructure supporting the local exhibition economy. At the time, the country's annual crude oil output was only 435,000 metric tons, meeting barely one-third of domestic demand, with consumption largely reliant on imports.
\n
When news of the Karamay oilfield spread nationwide, it inspired millions of people, including Wu, a then bank employee in Urumqi. She later became the political instructor of the March 8 Women Drilling Team of the Xinjiang Petroleum Administration Bureau.
\n
"At that time, I worked for a bank in Urumqi," Wu said during a recent visit to a Karamay city museum. "When I got the news, my excitement was indescribable."
\n
In 1958, Wu and her husband applied to work in Karamay, responding to the country's call for large-scale development of the newly founded oil city. Wu was appointed as a political instructor of China's first female drilling team.
\n
As an industrial city, whose economy was centered around oil, Karamay faced harsh conditions — with extreme aridity and sparse vegetation.
\n
"The biggest challenge was overcoming the harsh natural environment," Wu said. "The drilling team was stationed at the Gobi Desert, where the summer heat was unbearable and drinking water was scarce.
A team member once suffered frostbite on her ears while trying to listen in on a machine's operation during a bitterly cold winter."
\n
The female drilling team had 42 members from eight ethnic groups, including Han, Uygur and Kazak. "description": "

\n
Yancheng, the first city in China to hold both the prestigious titles of a Natural World Heritage city and an international wetland city, is leveraging high-standard ecological protection to connect its Natural World Heritage Sites, picturesque fishing ports, and unique resources.
\n
The city is dedicated to building a world-class coastal ecological tourism corridor, positioning itself not only as a guardian of wetland ecosystems but as a pioneer in transforming ecological advantages into sustainable development momentum and tangible benefits.
\n
Local communities are actively participating in conservation and tourism initiatives, underscoring the city's commitment to environmental stewardship.
\n
Along Yancheng's 582-kilometer coastline, ecological restoration projects are turning areas once plagued by Spartina alterniflora, a coastal cordgrass native to the United States, into multilayered ecological barriers.
\n
This invasive species has long posed serious threats, such as slowing ocean currents, clogging tidal creeks, causing large-scale die-offs of wetland plants, and reducing habitats for birds to forage and nest.
\n
Key protection move
\n
As China's main battlefield for Spartina alterniflora control, Yancheng has prioritized this work as a key measure to protect wetland biodiversity and coastal ecosystem security. The city follows the principle of "minimal intervention for maximum effectiveness", exploring replicable solutions for national management that balance human needs with ecological health.
\n
This initiative is just one part of Yancheng's broader ecological restoration and enhancement efforts aimed at reshaping its coastal wetland landscape.
\n
By adopting innovative nature-based solutions (NbS), Yancheng has implemented systematic protection and restoration projects.
\n
Since 2022, coastal areas in Dongtai and Sheyang have applied NbS to carry out projects like the ecological transformation of seawalls, coastal line improvement, and wetland system restoration.
\n
Over two years, these projects have restored 1,550 hectares of coasts, improved 22.9 km of shorelines, built 9.5 km of ecological seawalls, and controlled 495 hectares of invasive species, resulting in a three-level ecological barrier consisting of intertidal zones, salt marsh wetlands, and terrestrial buffer zones.
\n
In June, Yancheng's marine ecological protection and restoration project — Let Nature Work: NbS Answers for World Heritage — was selected as one of 15 national typical cases, making it the only project from Jiangsu to receive this honor.
\n
Biodiversity stronghold
\n
From a satellite perspective, Yancheng's Yellow Sea Wetland, spanning more than 4,550 square kilometers, unfolds like a fan and holds immense ecological significance in Asia and globally.
\n
This vital ecosystem serves as a key resting stop for migratory birds traveling between the northern and southern hemispheres.
\n
In 2019, the Migratory Bird Sanctuaries along the Coast of Yellow Sea-Bohai Gulf of China (Phase I), located in the Yellow Sea Wetland, was inscribed on the UNESCO World Heritage List, becoming China's first coastal wetland-type Natural World Heritage Site.
\n
Dongtai's Tiaozini Wetland, one of the core areas of this heritage site, has implemented nature-based ecological restoration, setting a global example for coastal wetland protection.
\n
To better safeguard the wetlands, Yancheng initiated ecological restoration projects. In the Tiaozini Wetland, Dongtai converted 48 hectares of land closest to birds' foraging areas into a high-tide bird habitat through micro-topography modification, wetland restoration, and environmental improvements.
\n
"Ecological engineers have also designed a multilevel water regulation system to simulate natural tidal rhythms, preserving shallow water areas for plovers and sandpipers," said Jia Yifei, an associate professor from the School of Ecology and Nature Conservation at Beijing Forestry University, noting that this design has significantly boosted local bird populations.
\n
The effectiveness of Yancheng's efforts is evident in the growing number of rare birds flocking to the area. In recent years, the Tiaozini Wetland has recorded as many as 224 spoon-billed sandpipers, one of the world's most endangered bird species.
\n
The scientific community widely agrees that if an area is recognized by spoon-billed sandpipers — a species highly sensitive to ecological conditions — it means the environment is suitable for more than 140 bird species worldwide. "title": "009COMMENT - Vigilance and coordination needed to address impact of Fed's interest rate cut",
"description": "

As was widely expected, the US Federal Reserve cut its key interest rate by 25 basis points on Wednesday citing concerns over rising unemployment, and indicated it would do so twice more this year. This is the de facto US central bank's first rate cut since December 2024. It lowers its short-term rate to a range between 4.0 percent and 4.25 percent.
\n
The decision could not have been an easy one to make. With the US administration's high tariffs fueling inflation risks and the US job market weakening, the US' principal monetary policymaking body faced competing pressures. The Fed typically holds rates at higher levels to rein in inflation — which remains stubbornly elevated in the US and is expected to end the year at 3 percent, well above the Fed's 2 percent target — yet to support the labor market it also has to slash rates.
\n
So the Fed faced a dilemma: cutting rates too aggressively could trigger an inflation rebound, while cutting too slowly may fail to effectively support the job market. The situation leaves it with little room for maneuver. In Fed Chair Jerome Powell's words, the Fed now is in a "meeting-by-meeting situation" when it comes to further rate reductions.
\n
That the US economy has moderated markedly and needs to be propped up is obvious, with the Fed forecasting 1.6 percent growth for 2025, as compared with a 2.8 percent pace achieved last year.
\n
Moreover, hiring has ground almost to a halt in recent months, with the unemployment rate reaching a four year high of 4.3 percent in August. "It's really the risks that we're seeing to the labor market that were the focus of today's decision," Powell said at a news conference after the Fed announced the cut.
\n
The ramifications of the Fed's move warrant careful examination by Chinese policymakers, as its consequences are likely to be felt across the global economy, including in China.
\n
While the motivation behind the Fed's decision is to stimulate the US economy by encouraging borrowing and investment, the broader implications are multifaceted and complex.
\n
One of the most significant consequences of the Fed's rate cut is its impact on the US dollar. Lower interest rates tend to weaken the currency.
\n
For China, this presents both opportunities and challenges. On the one hand, a weaker dollar could lead to increased consumption and demand in the US, potentially boosting China's exports sector even if the Chinese exports become more expensive in the US market. On the other hand, a depreciating dollar may exert downward pressure on the renminbi, complicating China's monetary policy and exchange rate management.
\n
Moreover, the Fed's decision could trigger a wave of competitive rate cuts by other central banks, as countries strive to maintain their export competitiveness. This could lead to a global environment of low interest rates, which might inflate asset bubbles and increase financial instability.
\n
Another area of concern is the impact on global capital flows. Lower US interest rates may drive investors to seek higher returns in emerging markets, including China. While this influx of capital can stimulate economic growth, it also poses risks of overheating and increased volatility in financial markets. Chinese policymakers will need to pay more attention to maintaining a balance between supporting growth and preventing financial risks. This makes it imperative for them to continue boosting domestic consumption and investing in technology, which will help reduce China's reliance on exports and thus mitigate the impact of a stronger currency on the economy.
\n
The ripple effects of the Fed's decision will undoubtedly be felt globally. Given the potential spillover effects of the Fed's decision and the interconnected nature of global economies, international coordination among policymakers also needs to take the effects of the decision on board. As China plays an important role in the global economic landscape, its active participation in dialogue with international counterparts can help foster coordinated efforts to mitigate potential risks and enhance regional and global economic stability.
\n
For China, the challenge lies in navigating the many-faceted consequences of the Fed's decision with a balanced approach that supports growth while safeguarding financial stability. As the world watches the unfolding economic dynamics, it is clear that global cooperation and prudent policymaking will be key to ensuring stability.
\n

",

As the country enters the 15th Five-Year Plan (2026-30) period with the goal of advancing Chinese modernization, how can these achievements be transformed into long-term progress? Li Junru, former vice-president of the Party School of the CPC Central Committee, spoke to the People's Tribune on this issue. Below are excerpts from the interview. The views don't necessarily represent those of China Daily.
\n
The most distinctive feature of the eight-point resolution on improving Party and government conduct is the principle of leading by example. The word "lead" is key because leaders must set an example that others follow. Backed by institutional safeguards, self-discipline and unity of purpose, this approach has delivered remarkable progress since the resolution was adopted.
\n
The Political Bureau of the CPC Central Committee has taken the lead and strictly implemented the eight-point resolution. Every year, it conducts review meetings where criticism and self-criticism are practiced, setting a clear example for the entire Party. Despite facing complex situations, the Party has managed to implement rigorous self-governance in the organization. With strong enforcement and sustained efforts, many long-standing improper practices have been curbed and some deep-seated problems have been addressed. As a result of these remedial steps, the Party, government and social conduct have improved.
\n
According to a 2024 survey by the National Bureau of Statistics, 94.9 percent of the respondents agreed that the implementation of the eight-point resolution had improved Party and government conduct, demonstrating how it has been supported by Party members as well as the public, while also improving Party-people relations.
\n
The CPC is determined to advance rigorous self-governance in the Party. At the same time, turning the immediate results of correcting misconduct into a long-term mechanism requires time. It may take many years to develop an ecosystem of fine conduct.
\n
By strengthening the Party spirit and building long-term mechanisms, fine conduct can be internalized as a habit of all Party members and civil servants. Five key measures can help implement the eight-point resolution.
\n
First, the principle of leading by example needs to be followed at all levels. Leaders must take the lead, but grassroots levels need clear standards to follow. Without detailed implementation measures, leading by example will not be possible.
\n
Second, alignment with the Party is essential. All those subject to the resolution must consciously align with the CPC Central Committee. Without such an alignment, leading by example risks becoming an empty slogan.
\n
Third, institutional safeguards are critical. The Political Bureau's annual meeting, where Party work is assessed in detail, has become a model that is followed across Party organizations. Along with inspection and supervision by disciplinary bodies, this ensures that the Party conduct and discipline are coordinated.
\n
Fourth, self-discipline is also necessary. Leaders and officials alike must practice self-restraint, managing themselves, their families and their staff with integrity. Only when external constraints combine with inner self-discipline can there be a strong resistance against misconduct.
\n
Fifth, there should be unity of purpose. As a Marxist political party imbued with faith and discipline, the CPC is uniquely positioned to achieve unity of purpose. History has shown that only when the entire Party works with one heart and one mind can it overcome difficulties, manage risks and stay resilient, even in the face of daunting challenges on the path forward.
\n

",

On Sept 14-15, Chinese and US economic delegations, led by Chinese Vice-Premier He Lifeng and US Treasury Secretary Scott Bessent, held talks on economic and trade issues in Madrid, and agreed to jointly resolve the TikTok and other issues.
\n
The Madrid talks opened a window of opportunity to address the issues preventing the normalization of Sino-US relations and resolution of the disputes on advanced technology.
\n
The trajectory of the dispute over TikTok shows the United States is in a structural predicament over its technology policy toward China: its strategy of putting excessive pressure on China is significantly constrained by domestic political, economic and social factors.
\n
The US administration, for some years now, has been using "national security" as a pretext to justify its unilateral policies, but its failure to provide evidence to justify its actions has prompted many international observers to view its moves as a form of protectionism, which undermines the very market principles the US purports to champion.
\n
By exerting political pressure on TikTok and damaging the global company, the US has raised widespread concern over its business environment. This also conflicts with the US' aim of attracting more capital and maintaining its status as a financial and technological center.
\n
Besides, the first half of this year was witness to an unprecedented phenomenon: the emergence of "TikTok refugees" — a large number of young Americans who, fearing a ban on TikTok, "migrated "to the Chinese social media platform, Xiaohongshu, or RedNote, where they interacted with local Chinese users. The "migration" also reveals a broader trend toward mutual understanding and cultural exchanges.
\n
While domestic complexities and pressure were reflected in the US policymakers' arguments, the Chinese delegation's strategic approach was nuanced yet clear, an approach that balanced "adherence to core principles" with "openness and flexibility". Speaking of principles, Vice-Premier He stated unequivocally that China will resolutely defend its national interests and the legitimate rights of Chinese enterprises operating overseas.
\n
In TikTok's case, this means the Chinese government will handle technology export approvals in accordance with its laws and regulations. The companies involved conduct negotiations with their partners based on market principles and equality.
\n
This adherence to principles and flexibility highlights Beijing's political acumen in complex negotiations. Its ideological underpinnings can be traced to China's civilizational philosophy of "harmony in diversity" and "seeking common ground while reserving differences". In modern diplomatic parlance, this translates into a strategy of principled negotiation: identifying non-negotiable core interests while seeking mutually beneficial solutions in other areas.
\n
This approach is in stark contrast to the zero-sum ultimatums of Western governments. For China, maintaining flexibility and openness while adhering to the core principles is not a reluctant compromise but a proactive strategic choice: to maximize the potential for cooperation and dialogue while safeguarding its core interests.
\n
Yet the fact that the two sides could reach a "basic framework consensus" on a contentious issue like TikTok shows that Sino-US relations cannot be defined by confrontation alone. It is far more complex and multidimensional.
\n
In an era of economic and technological globalization, the two countries are connected through countless threads of multinational corporations, cultural products and people-to-people exchanges. This multi-layered and multi-domain interdependence makes the cost and risk of any "decoupling" prohibitively high. This also explains the stark contrast between Washington's "decoupling" rhetoric and the "voting with their feet" reality of US companies.
\n
Artificial intelligence, arguably the most intense area of competition between China and the US for now, offers a compelling example: open-source large AI models from China, such as DeepSeek and Qwen, are being adopted by an increasing number of US and Japanese start-ups due to their superior performance and cost-effectiveness. As Martin Casado, a partner at the top Silicon Valley venture capital firm Andreessen Horowitz, said, there's an 80 percent chance that startups pitching to his firm are using Chinese open-source AI models. "title": "011WORLD - Saudi Arabia, Pakistan ink defense pact",

It was the first firm defense decision made by an Arab country since Israel's attack in Qatar last week that sparked concerns across Gulf states that have long depended on the United States for their security.
\n
The deal, signed by Saudi Arabia's Crown Prince and Prime Minister Mohammed bin Salman Al Saud and Pakistani Prime Minister Shehbaz Sharif in Riyadh, "aims to develop aspects of defense cooperation between the two countries and strengthen joint deterrence against any aggression", read a statement published by the Saudi Press Agency.
\n
"Any aggression against either country shall be considered an aggression against both," it added.
\n
"This agreement is a culmination of years of discussions. This is not a response to specific countries or specific events but an institutionalization of long-standing and deep cooperation between our two countries," a senior Saudi official told Reuters when asked about its timing.
\n
Media reports said the timing appeared to be a signal to Israel which attempted to kill Hamas leaders with airstrikes on Sept 9 in Doha, infuriating Arab countries.
\n
Asked whether Pakistan would be obliged to provide Saudi Arabia with a nuclear umbrella under the pact, the Saudi official said: "This is a comprehensive defensive agreement that encompasses all military means."
\n
A statement from Sharif's office said, "This agreement reflects the shared commitment of both nations to enhance their security and to achieve security and peace in the region and the world, aims to develop aspects of defense cooperation between the two countries, and strengthen joint deterrence against any aggression."
\n
Meanwhile, Israel pressed its US-backed ground offensive in Gaza City with local authorities saying on Wednesday that more than 65,000 people have been killed since October 2023.
\n
The offensive has sparked outrage among the international community, with the Palestinian territory already devastated by nearly two years of conflict and the Gaza City area gripped by a United Nations-declared famine.
\n
A huge number of Palestinians were fleeing Gaza City by any means as the Israeli army on Wednesday ordered people to leave Gaza City within the next 48 hours and move south along a temporary passageway.
\n
Dire conditions
\n
However, many are reluctant to follow Israel's orders because of dangers along the way, dire conditions, lack of food in the southern area and fear of permanent displacement.
\n
"Even if we want to leave Gaza City, is there any guarantee we would be able to come back? Will the war ever end? That's why I prefer to die here, in Sabra, my neighborhood," said a schoolteacher who only gave his name as Ahmed by phone.
\n
The latest Israeli operation also pushed any ceasefire farther out of reach. The Israeli forces, which vowed to "destroy Hamas' military infrastructure", have not given a timeline for the offensive, but indicated it could take months.
\n
Israeli political scientist Menachem Klein told Al Jazeera that Israel's actions in Gaza showed that its priority is not recovering Israeli captives held by Hamas, but to render the territory "unlivable".
\n
Having devastated Gaza, said the senior lecturer at Bar-Ilan University, Israel's aim is to "move the population to a concentration zone" and then "push them outside".
\n
Meanwhile, Israeli Finance Minister Bezalel Smotrich on Wednesday described the destruction of Gaza as a "demolition phase" and part of an 'urban renewal plan', saying there's a "business plan" to turn Gaza into a "real estate bonanza "and he was discussing with the Trump administration how to share the proceeds.
\n
US Senator Bernie Sanders on Wednesday described Israel's assault on Gaza as a genocide, renewing his call for ending Washington's "complicity in the slaughter of the Palestinian people".
\n
Agencies contributed to this story.
\n
cuihaipei@chinadaily.com.cn
\n

",

"title": "013BUSINESS - China urges EU to avoid weaponizing tariffs",
"description": "

Beijing has called on Brussels to abandon the weaponization of tariffs and provide a truly level playing field for Chinese electric vehicle makers, while also welcoming European automakers into China, the Ministry of Commerce said on Thursday.
\n
"China's EV industry has indeed been a driving force behind the broader transformation of the automotive sector toward electrification and digitalization," said He Yadong, a spokesman for the ministry, at a news conference.
\n
"European manufacturers now have every capability to not just adapt to market competition, but also be part and parcel of this industry-wide revolution," said He.
\n
As the European Union intensifies efforts to bolster its new energy vehicle sector — highlighted by Volkswagen's recent unveiling of its 20,000-euro ($23,683) model and new energy strategy rollouts from BMW, Mercedes-Benz and Renault at the 2025 Munich Motor Show — it continues to enforce countervailing duties on Chinese EVs.
\n
He noted that the EU has groundlessly labeled Chinese automakers as "subsidized" simply due to their high cost-effectiveness, and has abused countervailing measures under the pretext of an unfounded "threat of damage".
\n
In essence, this constitutes a market barrier and interference with free competition. Practice has proven that protectionism cannot withstand the powerful forces of the market, nor can it block the rational choices of EU consumers, the spokesman said.
\n
"We hope that the European side will refrain from weaponizing tariffs, eliminate market barriers, encourage fair competition and follow the broader trend of industrial collaboration. Together, we can create a fair, nondiscriminatory and predictable market environment for industrial development, and make positive contributions to addressing global climate change and achieving a green transition."
\n
Cooperation is the only way forward. China welcomes EVs from European companies into the Chinese market and is particularly eager to promote collaboration in this sector, said He.
\n
Brussels had increased tariffs on Chinese-built EVs to as much as 45.3 percent in October last year. But Beijing and Brussels have floated the idea of lifting the tariffs through possible commitments to minimum prices, known as price undertakings for imported cars, earlier this year.
\n
China's Ministry of Commerce said in a statement on June 7 that negotiations on a price commitment for EVs between China and the EU have "entered the final stage", though further efforts are still required from both sides.
\n
"China and the EU exhibit strong economic complementarity, driven by China's robust manufacturing capacity and vast domestic market, alongside Europe's expertise in high-end manufacturing, services and technological innovation," said Liu Ying, a researcher at Renmin University of China's Chongyang Institute for Financial Studies.
\n
Liu said the shared commitment of both sides to green transition offers significant opportunities to deepen cooperation, particularly in green development and the digital economy.
\n
wangkeju@chinadaily.com.cn
\n

",

"title": "014BUSINESS - Draft standards for driver assistance tech a milestone",
"description": "

A technician supervises the operation of a robotaxi in service in Guangzhou, Guangdong province, in March.
\n\n
China is stepping up efforts to ensure the safe and steady rollout of driver assistance technologies by introducing new national standards, in a bid to guide innovation with regulation and ensure the steady, secure growth of its automobile industry, said industry experts.
\n
The Ministry of Industry and Information Technology (MIIT) on Wednesday released a draft of the mandatory national standard on safety requirements for combined driver assistance systems, or Level 2 systems, aiming to fill key regulatory gaps for product safety in the field.
\n
The highlight of the new standard is its clear requirements on operational conditions and driver monitoring, while further strengthening safety obligations for both automakers and their products, said an MIIT official.
\n
According to the draft, L2 systems are not autonomous driving systems, as drivers must remain continuously engaged in dynamic driving tasks.
\n
Automakers must specify the conditions under which such systems can be used — such as applicable speeds and road types — and are prohibited from activating the function outside these parameters.
\n
The measure is intended to prevent misuse or abuse of the technology, the official said.
\n
Standardized use is also highlighted as a key priority. The draft requires L2 systems to include both hands-off and gaze-off detection.
\n
To further ensure proper use, the draft stipulates that when the system triggers risk mitigation due to driver disengagement, or if hands-off or gaze-off occurs repeatedly, the system must be disabled for at least 30 minutes before being reactivated, the draft said.
\n
While remaining aligned with international standards, the new rules also take into account China's unique traffic environment and industry development needs, making adaptive adjustments to key technical requirements with a strong focus on safety performance and risk control, said Gong Jinfeng, deputy general manager of the China Automotive Technology and Research Center.
\n
For example, compared with the UN Regulation No 171 adopted by the United Nations Economic Commission for Europe in 2024, the draft provides more detailed road test requirements and introduces locally relevant scenarios. It also adds in-vehicle data recording requirements to ensure accurate documentation of critical operating information and support accident investigation.
\n
"This provides comprehensive safeguards for road safety as well as the life and property safety of the people," Gong said.
\n
"It will also guide enterprises to increase investment in safety-related research and development and shift from pursuing diversified functions to prioritizing safety and reliability," Gong added.
\n
Li Chuanhai, vice-president of Geely Auto Group and president of Geely's research institute, put forth a similar viewpoint.
\n
Li noted that in the short term, automakers and suppliers must accelerate compliance upgrades to ensure that system naming, performance indicators and safety mechanisms meet national standards.
\n
"In the longer term, the rules will help unify technical approaches, boost public trust and pave the way for L3 and higher-level driving automation systems," Li said.
\n
The senior executive emphasized that the draft comes at a critical moment, as driver assistance technologies are gaining rapid traction in the country.
\n
According to MIIT data, from January to July, China sold 7.76 million new passenger vehicles equipped with combined driver assistance systems, up 21.3 percent year-on-year, with a penetration rate of 62.6 percent.
\n
"Given the fast pace of technological iteration and the complexity of application scenarios, a mechanism of continuous updates and phased tightening should be established under the current framework," Li added.
\n
"Establishing baseline standards first, followed by phased tightening, will allow enterprises to transition smoothly while driving steady progress toward higher safety levels," he added.
\n
Taking into account different product forms and technical routes, the draft categorizes L2 systems into three types and provides relevant standards: basic single-lane combined assistance, basic multilane combined assistance, and navigation-based combined assistance.
\n
As the draft standard is currently open for public comment, its technical provisions will be further refined based on feedback from industry players, technical institutions, and experts, thLine truncated

It is the 15th consecutive year that the firm has compiled the report.
\n
Among the top 100 Chinese brands list, 68 have seen their value rise this year, double the tally of a year ago.
\n
Tencent crowned this year's list with its brand value surging 53 percent year-on-year to $198 billion. It is the fifth consecutive year that the tech giant has taken the top position, which can be largely attributable to its business expansion in video, music, games, advertisements and artificial intelligence, said Kantar experts.
\n
Technology behemoth Alibaba dislodged liquor brand Kweichow Moutai to seize second place this year, while the latter came in third. The fourth and fifth positions were taken by short-video platform Douyin and tech heavyweight Huawei.
\n
Compared to the previous version, this year's list saw seven new faces, among which three have entered the list for the very first time, while the other four are returnees.
\n
Fast food brands stood out as newcomers to the elite roll call. Beverage chain Mixue led the new entrants, coming in at 51st with a brand value of $4 billion. Its cost-effective supply chain and strong brand cachet vaulted it onto the list. Tea beverage chain Chagee rose to 88th, with a brand value of $1.8 billion. Extending social function and underscoring Chinese traditional culture via tea-based drinks are the major reasons for Chagee to enjoy an increase in its brand value, said Kantar analysts.
\n
Tech firm Xiaomi reported the most significant brand value increase of 154 percent this year, helping it to rise to No 11 on this year's list, up from 20th the previous year.
\n
Among the 20 industries monitored for the list, media and entertainment took up the biggest portion — 27 percent — of total brand value, up from 24 percent last year. Financial services providers came in second at 16 percent. Consumer tech and service platforms jumped to third place this year, up from fifth in 2024.
\n
It should be noted that the value of the Kantar BrandZ China top 100 stock portfolio, including all the 100 top-value Chinese brands, spiked 146.9 percent between July 2010 and June 2025. The value of the benchmark MSCI China Index gained 27.7 percent during the same period.
\n
Continued consumption growth was further fueled by various government subsidies such as trade-in programs, as well as the stock market rally led by the robust rebound of Chinese tech companies, and the accelerated overseas forays made by Chinese manufacturers — all of which have led the rise of Chinese brand value, offsetting the headwinds related to uncertainties in geopolitical relations or economic slowdowns, said Doreen Wang, CEO for Kantar Greater China.
\n
Wang said Chinese brands should become more emotionally resonant, functionally superior and culturally relevant to secure sustainable growth both at home and abroad. This means investing in AI-powered consumer insights, embracing co-creation with users and providing high-quality experiences beyond expectations. Brands that thrive are those that connect deeply with people's lives, she said.
\n
Dayo Liu, Kantar Live commercial lead and senior consultant at Kantar China, said AI has already played a significant role in Chinese brands' strategies, providing them with more precise consumer insights and planning.
\n
The tool is also of great help to Chinese brands' overseas expansion, which is not only about translation, but more importantly about helping brands better understand cultural differences, Liu said.
\n
shijing@chinadaily.com.cn
\n

",
